The Council of South Stormont held a public meeting to discuss Zoning By-Law Amendments, received an update on Shaver Road Bridge, and approved a motion towards the Waterfront Projects.

Public Meeting — Zoning By-Law Amendment No. Z-2021-04 and Application for Plan of Subdivision (John Chase Farm Subdivision)

  • The Amendment for Z-2021-04 is to allow for the lot development of 74 residential dwellings in Long Sault (County Rd 36/Post Road).
  • The Township received comments from homeowners of Chase Meadows rejecting the construction of semi-detached dwellings and multi-family buildings. These homeowners’ concern is that they paid a premium for their lots with the promise that the area behind their properties would not be developed on in 10-15 years.
  • Any members who were not able to attend the meeting may send an email to for any questions or comments on the above By-Law Amendments.

Public Meeting — Zoning By-law Amendment No. Z-2021-05 (MacLean)

  • The Amendment would allow for 4190 County Rd 14 to be rezoned to allow for the sale of a portion of the land and prohibit development on the land in the future.
  • No comments were received from the public.

Public Meeting — Zoning By-law Amendment No. Z-2021-06 (Moke)

  • The Amendment would allow for 13990 Collins Rd to sell a portion of the land and prohibit the development of the land in the future.
  • No comments were received from the public.

Council approved the following under Consent:

  • Lost Villages Historical Society – Executive Meeting Minutes September 23, 2021
  • Lost Villages Historical Society Newsletter – April to December 2021

Asset Management Program Update

  • The Asset Management Plan roadmap has been updated and is on track.
  • The next steps are to track the current performance of approved Customer and Technical LOS, finalize developing the risk management framework, and explore different solutions to support the plan.

Shaver Road Bridge – Status Update

  • Further structural review to determine the extent of deterioration has been completed. This review has revealed that the south abutment requires immediate attention while the north abutment does not.

RFQ No. 20-2021 Long Sault Wastewater Treatment Plant HVAC Replacement

  • Council approved to award the Long Sault Wastewater Treatment Plant HVAC Replacement to Marleau Mechanical for $139,710.00.

RFQ No. 21-2021 Long Sault Water Treatment Plant Permeate Header Replacement

  • Council approved to award the Long Sault Treatment Plan Permeate Header Replace to Propipe Construction for $108,799.60.

Request for Outdoor Rink – Parkway Estates

  • Council approved to direct administration to prepare options for the operation of an outdoor rink in Parkway Estates and include the options as part of the 2022 Budget deliberations.

Amend Vaccination Verification Policy Coronavirus (COVID-19)

  • Council approved to amend the Vaccination Verification Policy Coronavirus (COVID-19) to include the acceptance of visual verification for the purposes of confirming a worker’s vaccination status (QR code).

Council approved the following By-Laws:

  1. By-law No. 2021-079 Authorize Agreement with Xplornet Communications Inc. (St. Andrews West and Ingleside Water Towers)
  2. By-law No. 2021-080 Authorize Alternate Voting Method for Municipal Elections
  3. By-law No. 2021-081 Authorize a Fire Dispatch Agreement
  4. By-Law No. 2021-082 Transfer Payment Agreement Under the Municipal Modernization Program Intake #2

Councillor Guindon and Councillor MacIsaac – Waterfront Projects

  • Council approved to direct administration to work with the St. Lawrence Parks Commission to create a partnership for the creation of a dog park in Long Sault and to create a kayak launch in Ingleside in 2022.

Council moved into a closed session.

The next regular meeting will be Wednesday, November 10, 2021.
