The Township of South Glengarry Council received a presentation from MNP on the 2020 Financial Statements, approved the rezoning amendment for the Smokin’ Bull, and approved two CIP applications.

MNP Presentation – 2020 Financial Statements

  • At $11,445,073, the Township has a 16% increase in net financial assets from the previous year.
  • Accumulated surplus is also up from last year and is at $62,387,252.

Appoint Marriage Licence Issuer

  • Crystal Lebrun and was appointed as an issuer of Marriage Licences.

Appointment of Committee Alternates

  • Glengarry Nor’Westers and Loyalist Museum – Councillor Jaworski to replace Frank Prevost
  • Raisin Region Conservation Authority – Deputy Mayor Warden to replace Frank Prevost
  • Cornwall Regional Airport Commission – Councillor McDonell to replace Frank Prevost

Run Guo Investment Canada Ltd. Zoning Amendment

  • Council approved to rezone 20170 County Road 2 (aka the Smokin’ Bull) from Highway Commercial (CH), Provincially Significant Wetland (PSW) and FloodplainHolding (FP-H) to Highway Commercial (HC), Provincially Significant Wetland (PSW), Open Space -Exception Three (OS-3) and Floodplain -Holding (FP-H) to permit the use of a campground with a maximum of 25 camping lots.
  • Before a campsite can be implemented, the property owner will still need to go through a site plan control and permit for species at risk.
  • A public meeting was held in August 2020, with 68 formal written comments submitted mainly expressing concern over the campground posing risks to protecting the wetlands.  

Site Plan Control Agreement Addendum

  • Council approved to amend the Site Plan Control Agreement with 20007 County Road 2 to accommodate an accessory shed, increase the parking spaces, and add an internal road to the property.

Employment District Lands – South Lancaster

  • Council approved to recommend to the United Counties of SDG to approve the proposed Official Plan Amendment to redesignate the identified lands in South Lancaster from Employment District to Commercial District.

Viau Ladies Wear – CIP Application and Agreement

  • Council approved the CIP application and Agreement for Building Improvement Grant for a total cost of $5,524.79.

Gilles Barbershop – CIP Application and Agreement

  • Council approved the CIP application and Agreement for Building improvement for a total cost of $1,616.00.

Decostop Outdoor Centre – Amendment and Approval CIP Project

  • Even though the final signage did not match the CIP Application, Council decided to approve the original request for additional signage installed at the Decostop Outdoor Centre for $2,000.

Procurement 09-2021 – Tandem Truck

  • Council approved the purchase of a tandem truck complete with box and plow harness to Cornwall Freightliner (ELP INC.) for $259,045.00 plus HST.

Procurement 10-2021 – Single Axle 4×4 Truck

  • Council approved the purchase of a single axel 4×4 truck complete with box and plow harness from ELP Inc./AEBI-SCHMIDT for $239,758.52 plus HST.

New Signage

  • Council decided to prioritize updating the Township signage for the various towns in the municipality.
  • Administration will present to Council the approximate cost of the project at a future meeting.

Draft Public Art Display Policy

  • The proposed policy will allow the display of art throughout the South Glengarry Township Office. The Township Public Art Team will review the publically submitted artwork for exhibition on a first come, first serve basis.

  • Information Report – Disposition of Surplus Assets
  • Letter – Minister of Agriculture and Agri-Food
  • Resolution – Municipal Land Transfer Tax
  • Resolution – PSA Testing for Men
  • Support Resolution – Lyme Disease
  • Support Resolution – 988 National Suicide and Crisis Hotline
  • Support Resolution – 988 National Suicide and Crisis Hotline

Council moved into a closed session.

The next regular meeting of Council will be Monday, July 19, 2021.
