City Council received a presentation from Senator Bernadette Clement, declined the Rainbow Crosswalk, approved the temporary closure of Pitt Street on the weekends for the summer months, and decided to appoint a member of Council as Mayor at a Special Meeting on July 08, 2021.

Presentation – Senator Bernadette Clement

  • Bernadette Clement has been selected by Prime Minister Justin Trudeau and appointed by the Administrator of the Government of Canada to serve in the Senate to represent Ontario. She has resigned as Mayor of Cornwall.

Presentation – An Introduction to an AMPS (Administrative Monetary Penalty System) Program for By-Law Services

  • Council received a presentation from Charles Bray regarding an AMPS Program for By-Law Services as a way to more efficiently deal with minor By-Law infractions (ex: parking, by-law standards, open-air burning, etc.).
  • AMPS will allow a process for screening and hearing for contested tickets, payment of tickets, a quicker ticket resolution, cheaper, and less bureaucratic.
  • Council approved the plan, and the goal is to have the new system in place for January 2022.

Council approved the following under Consent:

  • Tender 21-T11 Supply and Delivery of One 2021 Pumper Apparatus for Cornwall Fire Services

Council Vacancy

  • In order to move forward with the resignation of Bernadette Clement, Council declared the seat vacant.

Rainbow Crosswalk in Celebration of Pride Week

  • The report from Administration ultimately did not recommend the implementation of a Rainbow Crosswalk.
  • Council declined to receive the report as the report did not answer the questions and directions requested by Council at the previous meeting.
  • Councillor Hebert motioned to include the implementation of a Rainbow Crosswalk in the 2022 Budget, and Council approved it.

Temporary Closure of Pitt Street for Summer Weekends

  • Council approved to authorize the temporary closure of Pitt Street from Second Street to First Street and from First Street to 58 Pitt Street on the weekends throughout summer.

Process to Fill a Vacant Seat of Council

  • Council decided to appoint a member of Council as Mayor. The Councillor will be selected at a special Council meeting on Thursday, July 08, 2021, at 5:00 pm.   

Municipal Grants Program Extension for 2021

  • Council approved to reopen the application period for the Municipal Grants Program 1 Financial and In-Kind Assistance for the period of July 01 – 10, 2021.

CPPEG 30 Sixth Street East, 113 Second Street East, 134 Montreal Road and Tollgate Road West

  • Council approved the CPPEG grants for 30 Sixth Street East, 113 Second Street East, 134 Montreal Road and Tollgate Road West.

Council approved the following By-Laws:

  • Renaissance Housing Rehabilitation Program 327-327B Guy
  • A By-law to authorize The Corporation of the City of Cornwall to renew its Lease Agreement with the Boys and Girls Club of Cornwall for the use of the Broadview Park Clubhouse.
  • A By-Law to authorize The Corporation of the City of Cornwall to enter into a Lease Agreement with the Ontario Hockey Academy for the use of the Benson Centre and the Ed Lumley Arena for the 2021-2022 period.
  • A By-law to authorize The Corporation of the City of Cornwall to renew its Lease Agreement with the Champs East Side Boxing Club and Jorge Luis for the use of the St. Joseph Park Clubhouse.
  • A By-law to authorize The Corporation of the City of Cornwall to renew its Lease Agreement with the Champs East Side Boxing Club and Jorge Luis for the use of the St. Joseph Park Clubhouse.

The next regular meeting will be held on Monday, July 12, 2021.
